Personally I've always seen Vanellope as more of a mascot type character similar to *picture related* and never as a child. (Not that I had any problems with rule 34 on child characters. Why would anyone who values their general freedom of thought and expression?)
I'd say that if King Candy was around 55, Vanellope'd probably be in her thirties. It's simply the art style of the game Sugar Rush. Everyone is a dwarf with a button nose.

In general, child-like features alone don't mean a thing. (Captain Obvious speaking.) Take Smurfette for example. Small height - check. Big head - check. Flat chest - check. High-pitched voice - check. Child-like frame of mind - check. But is she a child? No. Most people would probably agree that she's somewhere in her mid-twenties. Be it "smurf years" or whatever...

Back to Vanellope, Personally I like her more like in that first pic of the thread and less like she appears in the movie.
As for her age, I would argue that a character's listed age is unimportant, as that's more arbitrary. Especially since they never age in the story.
We could have loli-style Vanellope or "Avatar"/Chibi-esque Vanellope that is more accurate to the original material, and I'm pretty sure we would have our own preferences...
