Personally I've always seen Vanellope as more of a mascot type character similar to *picture related* and never as a child. (Not that I had any problems with rule 34 on child characters. Why would anyone who values their general freedom of thought and expression?) I'd say that if King Candy was around 55, Vanellope'd probably be in her thirties. It's simply the art style of the game Sugar Rush. Everyone is a dwarf with a button nose.
In general, child-like features alone don't mean a thing. (Captain Obvious speaking.) Take Smurfette for example. Small height - check. Big head - check. Flat chest - check. High-pitched voice - check. Child-like frame of mind - check. But is she a child? No. Most people would probably agree that she's somewhere in her mid-twenties. Be it "smurf years" or whatever... Now some dimwit might reply: "Sure. That doesn't count, though, since Smurfette is not human." True. But as we all know, neither is Vanellope. (And again, what does it even matter? People can draw whatever they want. There is no need for debate here. And of course there's always the "hide thread" button.)
