There were a lot of factors in the decision, but most of it comes down to my feeling that a more "casual" approach would make commands as a whole matter less. Votes become easily fraudable by anyone who cares to do so, and the sheer number of different commands becomes so high that, if I simply cherry-pick commands I like, I could pretty much make the story take any direction I choose. It just moves one step closer toward being a "normal" story - which isn't as much fun for me OR the readers participating!
The forum model, by contrast, solves a few things at once. It makes sure every person has one voice while also making sure the people who actually submit commands are those who care enough to at least jump over some forum-joining hurdles.
I've found it has a few interesting ramifications as well. When commands have a name to them, sometimes suggesters take on recognizable personalities. Occasionally I've seven seen readers remark on individual suggesters themselves, talking about how some are better than others, or how some are horrible people for even suggesting Katia jump out a window. It humanizes the whole thing to a degree; it drives home the idea that these are identifiable people suggesting things. It also makes people take a certain amount of responsibility for their commands, which sometimes adds a bit more weight to the participation aspect. I know a few people have felt kind of bad or even felt the need to apologize when their command led to Katia getting into trouble.
But anyway, is requiring forum registration the BEST method for stories like this? Maybe, maybe not. But personally, I feel like it elegantly solves some potential problems. And hell, I might go as far as to say it fits thematically. If you want to participate, then you have to choose a single name which you (and all your bad decisions) will be known by in this strange new land. Giving participators the safety of anonymity seems almost inappropriate for a story like this.

Well I didn't actually even think of that until now, but it's kind of a cute idea. In fact, I think it might be time for a two-year side-arc following the romantic turmoils of 12 very special Demora.
