On a more serious note, I don't think this will do well for gun control in the Philippines. There are a lot of laws, fees, and licenses on the books there, but in the rural areas (ie. almost anything not Metro Manila, Quezon City, or anything touristy) shit isn't controlled at all. Even in the cities you can probably hush a cop for $20.
