If you wait a while more it can learn Crunch, Heat Wave, and Flare Blitz. Arcanine can't learn any of those but evolving before then is the only way to get ExtremeSpeed.

Personally I'd wait until level 50 or so. I like Flare Blitz a lot more than ExtremeSpeed.
