That's Bugsy (the second Johto gym leader), who if you didn't remember is male. What I meant in my previous post is the page in Pokemon Special where Gold hits on Bugsy because he thought he was a girl.

Really, I don't know why people got so confused about it. Bugsy is a boy's name.

Still, I'm kicking myself for not recognizing him in the OP.

When a character's gender is not directly identifiable and the hair is colored unnaturally, most assume that it's a girl of some sort.

Hell, when the original games came out, I just assumed he was some tomboy who liked bugs to be UNCONVENTIONAL.
