Luffy's too stupid/ focused on ADVENTURE to have a girlfriend. But then again Luffy is BFF with his entire crew. Literally, Luffy treats his entire crew as equal BFF's for life. Any other concept is alien.

I can see where the LuffyxNami, LuffyxRobin, even the LuffyxZoro people are coming from, but the most realistic pairing in this romanceless One Piece universe is Luffy and Boa.She's clearly shown more feelings and dedication to Luffy than anyone else. I mean, nothing says "I really love you" like helping the break-in to the world's most infamous and dangerous prison.

Zoro/Luffy/Nami works pretty well, in my opinion. Luffy and Zoro have this great dynamic, but neither of them could ever initiate anything. Nami, on the other hand, is much more proactive about this sort of thing. She has her reasons to want Luffy, and given her acquisitive personality she probably wouldn't mind Zoro as a muscular bonus. Luffy would just be happy to be special friends with his special friends; the boy is virtually drama-proof when it comes to these things.If you want to be nerdy about it, Zoro and Luffy have chemistry and Nami is an enzyme.
