I'm hesitant to say she should join the crew, she hasn't really filled any crew roles.
But a harpy woman with snow powers that is working for Ceasar Clown but isn't does raise some eyebrows as to what's planned for her. Usually a girl's all straight up evil by now if they're just gonna be a villain. Thriller Bark's Perona, CP9's Kalifa, and others.

I mean, she's pretty much telling those kids to share their crack in the most recent chapter.

But I do think she's probably a weird case in that Doflamingo finding her expendable and the "he'll kill me" thing being said but not in agony probably maybe makes her not totally nonredeemable. It's my own personal pet theory that everyone Doflamingo "makes" his crew just has to learn to deal with what they've go, because they know they can be replaced and they know it could be inevitable. Doflamingo to me is the very essence of anti-nakama; everything's expendable to him. I think Monet's the way she is possibly because she sort of has to get used to "you mean nothing to me and if you fail you'll get the axe".

Big Mom is no more freaky than the mad scientist clown made of gas, or the racist half fish half man, or the OTHER racist half fish half man, or the leopard man, or the giant zombie devil, or the rapist with a lion mouth. Just because her monstrous outsides match her monstrous insides does not mean she suddenly doesn't count as a female and it's certainly not sexist. Far from it; as it means there's a female character that stands to be a major arc presence that isn't eye candy. That's VARIETY and something more fiction needs when it comes to women, especially antagonistic women.
