He pretty much is the "ultimate Pokémon villain" - although Team Rocket as the "ultimate villainous group" makes more sense. They're just more prominent than the other, who were only in one game/storyline.

When you think Pokémon villains, you think Team Rocket first. Whether they were "better" or not is up to taste, but they're still the most famous.
