So I want to write a story about detectives, but I'm not american, that's all you need to know.

Now, what do I need to know about good cities for detective stories set in modern times dealing with hitmen, mobsters, and a general feel of Max Payne-isms?

Or could I just do a story, say "Jeannette is a detective in the LAPD" and never really say specifically where she is? I mean, besides things like, by the docks, on the rich part of town, etc?

Honestly? Not America. I mean theres bad places in America, but they're not the recognizable places anymore. Plus America is overdone. Where are you from?

I mean, it'd be a great setting for a grimdark story about a detective, but he'd be a corrupt fuck like 3/4 of the police force and would do nothing but extort people, fuck whores, neglect his wife and kids and never do shit to any actual criminals.

It's more of a language thing, I wouldn't do a story set in England because I don't know a lot of about how the english talk, but pretty much everyone everywhere knows how US folk talk.

Not that I'm trying to discourage you, but it'd be pretty awesome reading about a guy in that 1/4 that actually do there job, and has to deal with his own police force as well as criminals.
Still, if it helps, I can give you plenty of detail on the New York area, if you chose that for a setting.
