Treaties are only as good as their enforcement.There's nothing stopping the establishment of new countries if all planets are considered common heritage. Which means a cult of sufficient size like the one that tried to possess the area of Utah could probably find themselves owning a planet.Until, that is, the UN or whatever body declares such illegitimate and went to war with them.
