I'm still not convinced Sabo's actually dead. His death scene just feels like it was deliberately left ambiguous so he could be brought in later.

I'm half and half on it. One of the reasons being that he was about as tough as Ace despite being raised by them cowardly nobilities. A cannonball to the face is bad, sure, but it's not like he wasn't that far from shore. The second being he has a distinct facial characteristic that can be called back to even when he's in shadow: his missing tooth.

That said, having both brothers dead would really push Luffy a lot more than if later on we discover one of them survived. Also, if he was alive, we'd have heard from him by now, seeing as both his brothers were on the news like that.

Well, the flashback is over, as for Luffy being so full of grief, I'm gonna guess we won't see it too much longer. He cried after Sabo's "death" before telling Ace that he had to get stronger, so maybe he'll march into Amazon Lily and beg Hancock to train him so that he can control his Haki?
