Doflamingo working directly for the government seems kinda... weird, to me. I'd always figured him to be an independent party with his own goal in mind going along with the Shichibukai for kicks.With his personality and presentation it surprises me that he's taking the role of minion and not big bad. Sengoku has Ethics, it's just that he's willing to be more flexible with them in the name of Justice. However, as revealed by this arc, he actually cares about people and it deeply troubles him when he failes to do what is right/ best for them. So he's actually not as big of a dick as Akainu or the Admirals. He's just trying to organize the big picture.
Ace made a fan-speculated comment about the "Pirate summit" in his introduction. Foreshadowing? Coincidence? Eh.I'm just amused at seeing Doflamingo kill off ANOTHER defeated villain to advance ambiguous plot points.

So, the current list of destinations for Luffy and the people he's with right now is/are Amazonland with Boa to recover, Fishman Island with Jimbei, and Kamabaka kingdom with Iva and the Newkamas, in one order or another. Boa said they were going to her kingdom first to get Luffy treatment, and Fishman Island is probabaly going to be last because that's the most likely place for all the Strawhats to meet up again, or the first place they'll go after they get back together. Jimbei may go on ahead and meet them there or something. I'm wondering if most of the Strawhats are going to be able to find their way back by themselves, or if Luffy's going to have to go get some of them. Also since Robin is with the revolutionaries right now, is she goiing to show up with some of them? Maybe with Dragon? Maybe to meet up with Iva, because now that he's out, he'll probabaly try to contact Dragon again.Also, this cover is definetly cannon (Secretly wants Buggy to join up/hang out with Shanks for a while).
