Marine-Luffy without any devil powers using Garp-Fu to beat down both pirate scum and courrupt marines seems awesome.Also he still can't swim very well.

In Alubasta Luffy meets up with notorious Brother Fire Fist Ace. In the end, Luffy saves Alubasta, gains Smoker's begrudging respect, and teaches him a lesson in Moral Justice, the True Justice of the Heart.Marine Luffy also manages to beat Crocodile to a bloody Pulp, and even manages to punch him all the way through solid Bedrock. WITH FISTS OF LOVE.

Well, let's see.He'd probably be Coby's friend instead of Helmeppo.He could easily get Zoro on his side, because Zoro was always sort of middle ground law-wise. It's Luffy's personality that made him join, not his pirate-itude. This would help Johnny and Yosaku I would bet.Kuro would be arrested, not just left to rot in his own obscurity. Without the Strawhats to glorify pirates, Usopp might join the Marines to become a brave man of the sea... or he might top idolizing the sea life and stay home with Kaya.Nami would only join the crew temporarily I think, and Arlong's deal with the Navy being exposed would be a huge problem. That's where things would start diverging.Sanji would have no excuse to join, although Garp might want him on HIS crew. Luffy would undoubtedly be able to get a cook beforehand, though. Fullbody's punishment would be several times worse, and Don Krieg would be much more antagonistic.The biggest problem is that by the time he'd be of the rank that he could be his own captain and go 'adventuring,' he'd already have his own crew FROM THE MARINES. He's more likely to have Django than Franky.

So this is the story of Marine Luffy (diverging from Absolute Justice to Moral Justice, picking up Coby/Zoro/Django etc) and Captain Usopp (wanting to live the life of a brave pirate, picking up Nami/Sanji/Robin et al), fighting their own battles and eventually coming face to face down the line?
