There's actually a story behind that. Oda originally drew Chopper as not all that cute because he didn't want him to become a mascot. Well, in the SBS Oda clarified a statement made by Usopp to mean "The same powers don't exist twice AT THE SAME TIME." So no fruit can give you the same power someone else currently has.

I might not be that your death causes the fruit you had to grow, but unless you could lose the power some way besides dying I don't understand how that could work.

We know the same powers/fruits have to reappear sometimes or else Vegapunk couldn't have cataloged them.

Although, funnily enough, the "grows everyone once in a long period of time" thing was how Luffy's fruit (which wasn't shown to be one of any kind of fruit) worked in the pilot.
