I'd like to get rid of this word balloon and blend in that area with the rest of the background. What's the best way to go about it?

I'd suggest eyedropping the color around the balloon and fill it in with that color.

I suggest using the healing brush.

I think it's hold Ctrl and click on the color around it. It'll try to fad whatever you brush as the same color of what you selected.
