I think it's more that developers weren't as sure how to utilize the Genesis/Megadrive's sound capabilities. Sega's first party games (almost) all have beautiful sound, it's the ones developed by (non-Capcom) companies that were fucking it up.

Or it could be that I grew up with a Genesis and not an SNES, so I don't see anything wrong with the sound.
