The problem is that none of the deliveries could even pass for normal in a foreign propaganda film. I mean what is it with people that they don't get there's more to voice acting than just doing the voice and reading the fucking lines!

I don't think this is a really a project you can go into hoping for big budget theatrics and excellent acting skills; almost everyone involved in an amateur and/or just a big fan. I commend them on actually going somewhere with it and I hope it doesn't fall apart because it still has the potential to be fun and silly.
The stuff I'm mostly focusing on is whether or not people can at least emote at the most basic level and make an attempt not to sound bored or like they're reading off a cue card and whether or not their voice fits the pester log tics and tones.

looking through a few pages, so far none of the Gamzee auditions are really doing it for me. I've always imagined him with a voice that wavers in pitch more - something more matching his typing style, and the fact that it's hard to speak consistently when you're high as fuck. He's too focused, the voices are too smooth and too quick.

The eye and teeth are too distracting between the frames. They just change shape too much and you're really putting yourself through more work than you have to. In fact you could animate this with most of the same materials between frames. I hope this isn't too terribly rude but I fessed it up a bit to show you what I mean.

Submitted too soon, sorry. Probably the universes way of telling me not to poke the bees nest. Bea's nest? Ahem, anyway. This still isn't quite how I would have done it myself but it's enough to show you what I mean. Same eye and same teeth (slight rotation on the bottom teeth), just different positions. The teeth wouldn't change much beyond the position, which should match orientation to her jaw. This is tricky with "toons" since by nature they bend and warp more than would otherwise be natural. You have to play around with animation to get a feel for it and every piece is challenging in its own way. What you are doing is suggesting movement to the rather easily fooled mind's eye.

I hope this doesn't step on any toes. Sorry in advance.
