Which Game Freak subverted in all the Unova games with the Striation triplets and Cheren.
The player in BW faces the brother who's monkey has a type advantage against the player's starter is weak against. The player is supposed to pick up a counter in the form of another monkey, but the type advantage move is generally too weak to take out the brother's monkey, and it cannot be leveled up reliably, as the closest training area has wild Pokémon that, barring the a few lucky Audino (who I don't think spawn until the player triggers an event set after their first badge), are half its level, which, taking into account the new EXP scaling system, makes it all the more harder to level up.
Cheren's normal-type Pokémon present a similar problem. Most savvy people would choose Riolu to counter his Pokémon, but Riolu doesn't learn a conventionally damaging Fighting-type move until Level 15, which brings us back to the leveling problem presented above.
I'm probably overanalyzing this, but it seems Game Freak went out of its way to make sure players worked hard for their first badge these last few games.
