To my knowledge, it's pretty much a repeat of the Star Musketeer Bismarck phenomenon, in that the original Japanese version is kinda meh but the radically-altered dub, similarly to Saber Rider, is widely considered pretty damn good.

That's all I know about it.

The original's actually good in it's own right, but few people outside of Japan have bothered watching it (understandable due to the lack of subs), and lots of misinformation regarding it gets spread around by people who either don't know any better or are trying to justify their own preferences.

I don't recall the dub ever spelling out that they are robots.

I think the closest it ever got was one line that referred to them as "cybernetic". But yeah, in general the dub just treated them as animals even though the character designs had a mechanical theme. The original Japanese show was part of an SD robot fad that was going on at the time.

Supposedly Capcom tried to get them in, but they weren't able to reach an agreement. Don't know what exactly the problem was, but if I had to guess it might have been copyright issues.
