If you're dedicated enough and have a bit luck, you can get up to 29 hats in a single day. Over almost two weeks. If these were normal headwear, there would be huge inflation in market prices as everyone now has a bazillion hats. So they want to release a bunch of fun items, but not fuck up the likely gobs and gobs of money they get off of the Market, so making them Halloween-restricted likely placates both camps.
And Christmas items can have restrictions, too, I think? ...Only the noise maker. Well, okay then. Of course, Christmas items don't have as much of a lure as Halloween items in potential, so perhaps that's what makes the difference.
