Also half of New Jersey is a combined suburb of Philly and New York. Even if you live near Atlantic City, Philly isn't much more than an hour, maybe an hour and a half away. Cheesesteaks have a HUGE presence in NJ.

I figured it was all of Jersey. But yeah it's a Rutgers thing and really isolated to the New Brunswick/Edison area. I've never actually been that far north but everyone I know has heard of it so I just assumed it was a staple of the state, like Wildwood and Wawa and Great Adventure.
