I imagine Book 2 will be less "epic" in scope, and be more about mopping up organized crime in Republic City. There may not even be a single Big Bad, just a bunch of Equally Bads to beat. Maybe a handful of them will team up for the final confrontation to make the finale Serious Business though.

I was thinking that in stark contrast to Amon, the next in line for villainy should be someone able to upset the Powerbalane in favor of Benders.

What I was thinking of was an Aphotecary or herbalist, who was searching for a remedy against the Debending. He couldn't restore the Bending to people who lost it, but his brew is able to supercharge those that still have it.
Kinda similar to Venom in the DC universe. Well with this drug making the rounds, Korra is suddenly facing street-level thugs able to go toe to toe with the Avatar in terms of raw power.
Furthermore the stuff is threatening to upset the peace between the nations, since hardliners from all of them are sending out agents to acquire the formula.
Maybe the healer isn't even the real big bad though and under the thumb of someone who wants an end to harmony and wishes Republic City to be torn asunder in the process.
Maybe the recipe for the drug should involve Spirit Water or something, so that Korra has a connection to go by.

Anyway I think it's also a good set-up for a Lin BeiFong investigation. Because her doing actual police work would be something I'd really like to see more of.

The Triads come back more organized and deadly than ever before in season 2.

...wait, did they get debended by Amon when he took over the city? If so, would Korra give them their bending back? And are the populace still super pissed about bender crime syndicates? Because if the Triads keep causing trouble that could help spark another Equalist revolution.

Korra seems like she would be less forgiving than Aang when it comes to removing bending, but at the same time she lost most of her bending for a little while which would probably make her more sympathetic.

I believe Bryke has said it's pretty much an Asian only kind of world. Not that I wouldn't love the idea of them incorporating other cultures into it but they'd probably get so much backlash over it it wouldn't be worth it.

There's one thing that really worries me. Korra and Mako are together know, you just know that means precious time wasted on teen angst.

The only thing that makes me less pessimistic is that apparently either Mike or Bryan (can't remember) personally ghostwrote the Sokka-Suki interaction in the Ember Island Players. That was some small cute stuff, but beta couples like Sukka have it easier and their realtionship was more than misplaced pandering.

With the council and police in tatters, The United Forces calls upon some of the most ruthless and dubious characters in the Four Nations to bring order to Republic City by routing out the Equalists and whatever criminal elements hope to capitalize on the chaos. But could some of these volatile soldiers of fortune bring forth even greater disaster to the wounded metropolis?

Count Cobalt
There are many mysteries surrounding the Count: Is it true that he was born during Sozin's Comet? Is he really descended from Fire Nation nobility? Are his clothes truly sewn with phoenix feathers and dragon scales? However most of these mysteries have been propagated if not created by the Count himself. Nevertheless, despite his wiry frame and flamboyant style of dress, his command over the azure flames he wields is unparalleled. Most see his jewelry and bright adornments as an invitation for easy victory, only to be swallowed by an inferno of cynicism and mania once they get too close.

Gong Bi
Leader of the small, but growing private military company, Marshgrove; Gong Bi's claim to flame has been the manufacturing and selling of highly articulate and durable earthen frames to various Earth Kingdom factions. Their light weight and overall flexibility has made them tremendous boons for the Metal Bending Police, as one skilled officer is capable of commanding several of these hardy golems in order to quell riots or take on large numbers of enemies at once with moderate effort. While concerns have been made that criminal Earthbenders could hijack these sophisticated puppets for nefarious purposes, Gong Bi has made it clear that he is working on a cost-efficient metallic successor to his stone soldiers.

The Turtle Wolves
Formerly, The Turtle Wolf Trio, these three sisters hope to amass both wealth and reputation in Republic City so as to create their own mercenary guild and expand their modestly sized if deadly trio. An ironic aim, given the fact that in order to have themselves absolved of their crimes by the United Forces, the three betrayed and slew the infamous pirate crew they were part of:
Gen-Ever since she slew her first arctic wolf with an icicle when she was just a child, Gen has always been rather eager when it comes to combat. Oftentimes she's the first to enter the fray and the last to be carried kicking and screaming if things go south. Quick as a surging hull-breach, and just as deadly, if her clawed gauntlets don't cut her foes to pieces, a maelstrom of knife-sharp hale just might.
Hyeon-As comfortable with balancing the trio's books as she is in battle, Hyeon is the team's de facto saboteur and tactician. While the most rational of the three, she is also the most pragmatic, and is the least likely to let something as trivial as morality get between her sisters and a nice, beefy paycheck. While not a particularly skilled bender, she compensates by utilizing a variety of deadly chemicals in combat.
Xuan-Large, boisterous and strong as a Sea Lion, Xuan is the glue that holds her sisters together and prevents them from going at each other's throats. She wishes for nothing but the best for her siblings and has been working her broad and scarred shoulders to the bone to make it happen. Despite all the dirty and strenuous undertakings she does on a daily basis, she's all too keen to chug down an ice cold beverage and share a laugh with complete strangers. Her goodnatured mannerisms make it easy to forget that she's a dangerous and powerful waterbender as well as the mastermind behind the destruction of her old pirate crew.

Org
A massive bounty hunter of incredibly might and speed, Org possesses a genuine aura of menace and enigma that is envied by his rival and occasional ally, the Count. Most chalk it up to no one having ever seen what lies behind the bull mask he wears, the way he can fell opponents without even touching them or the fact that his bulk does nothing to stop him from scaling large heights and traversing great distances in mere moments. Something that isn't a mystery about Org is his well-known wanderlust and his inability to stay in one area for very long. Why this lightning-fast behemoth has chosen to undertake a long-term contract in Republic City for an indefinite amount of time is anyone's guess.

A cult/organization of seemingly super human villains, with powers that can't be explained by bending. It turns out some nasty folks have found a way to capture spirits and force them to use their powers to pursue their villainous goals. And their leader is played by Tim Curry.

How about an old Airbender gone rogue?
After all his friends and family were killed by the fire nation, so he went to live in exile in the mountains, until Aang defeated the Fire Lord.

Now he wants to do to the Fire Nation what they did to him,
with a lifetime of planning that involves moving a large cloud of toxic gas from a volcano over the entire fire nation, killing everyone.
He also uses airbending to inhale high levels of oxygen,
allowing him to have higher energy levels, move incredibly fast, and have incredible reaction skills.

Korra and friends must help Iroh and Bumi to stop this threat to the Fire Nation.
Bonus: he was Aang's rival when he was still living with the nomads,
so we get lots of flashbacks with young Aang and Gyatsu through Korra's spiritual bond with Aang.

Well they can't be an Equalist because they would have been featured during the invasion of Republic City.

They can't be one of Yakone's henchmen because none of them were mentioned.

They can't be a criminal because only members of the Triple Threat Triad were introduced, and they were easily beaten by Amon.

They can't be a member of the council because Tarlok was the evil one, Tenzin can't be a villain, and the other 3 didn't do anything other than vote in favour of Tarlok's ideas and were easily captured.

They can't be a pro-bender because Korra was able to beat everyone she fought (expect the Wolfbats who cheated).

They can't be a member of the United Republic Army because the only leaders shown were Iroh and Bumi.

So there's no clear hint about who the season 2 villain will be or any explanation about how they will be able to fight against Korra, who has mastered all 4 elements and can enter the Avatar state.

These are just story ideas in general. They don't necessarily need to be related.

-The non-benders still don't feel like they have a voice and a charismatic, but rude non bending politician tries to get on the counsel. Team Korra and the guy doesn't get along at first, but then they become allies.

-Remnants of the Equality movement try to regroup under someone else.

-Non-bending martial artists are starting to become as strong as benders, and the benders are becoming threatened by this. This can either be attributed to drugs, becoming more spiritually aware or some combination of the two.

-Some powerful spirit, whether it's Koh or the Lion Turtle or something else, has decided that the world no longer needs an Avatar and has created a person who can kill them.(This is probably the dumbest one)

Once a spiritually talented young man, Autumn achieved a state of mind that allowed him to enter the Spirit World...and wasn't impressed by what he saw. Over the years, he'd see how the spirits would 'punish' mankind for acts of 'defilement' that he saw as trivial and petty. Realizing that society would always be bullied by spirits that were equally if not more brutal and petty than the people they oppressed as long as they held such power, he sought to find a way to fight them.

Years of study and experimentation yielded the discovery that Spirits are not composed of true, physical matter, but an entropic phenomena of bundled energy. After further research, he invented a device that produces a beam/signal capable of disrupting that energy (think the Proton Packs from Ghostbusters). Being hit by the beam causes the Spirit intense amounts of agony and copious exposure to it will cause permanent 'dispersal' (Autumn does not regard Spirits as being 'alive'). With several successful test runs, he's trying to sell the technology to the desperate Asami Sato so as to mass produce the weapon for "the preservation of human civilization and the protection of scientific progress." He doesn't know what would happen if you hit the Avatar, a veritable gumbo of thousands of 'spirits', with his device, but he's curious to see what would happen. For science, you understand.
