'Outrageously hot' is certainly one way to imagine her character. I'm pretty sure people were been calling her attractive since before we knew her /name/. While I could see her character this way, you'd have to keep a few things in mind.

Vriska isn't subtle, she never is. While it might be a trait commonly associated with spiders, her lusus was a man-eating monstrosity. If she was built like a bombshell and knew it, absolutely she'd try to use her sex to manipulate and push people around.But she'd be cheating with vision eightfold, mind-control, and the odd psychic suggestion to fill in the gaps where blatancy and the aggressive approach didn't work.

That she's obsessed with Tavros because he doesn't react to her (oh-so-clearly-and-obvious!) charms, doesn't get angry, doesn't hate her, makes perfect sense. Likewise, that Kanaya, with her genuine affection and caring, is hella confusing and off in some other space entirely. I'm not sure whether or not Vriska has genuine affection for Kanaya, but I'd sure like to think and hope she does, or that she comes to develop it/realize she did all along.

I'll be honest. I have tentatively added this story seed to my queue/hopper of potential ideas, because I can see the damn thing in my head, and I know that if I don't write it, nobody else will either.
Would probably be a very short serial, with each part dealing with one of the facets of the whole thing. Each one, naturally enough, being an excuse for some kind of sexual encounter or sexy situation. (Karkat's initial reaction of WHAT THE FUCK I HAVE TITS, Terezi's nonplussed glee, amusement, and curiousity, one or two permutations of encounters with John, etc.)
Karkat, for all that he hates, and for all that he thinks about romance, doesn't actually seem to be very forward about sex. When John in that pesterlog gets blunt, he backpedals, quickly. If this sex-change is a bit like being in heat, the psychological struggle could be entertaining...
