The more lines there are in a drawing, the less appeal. So while the muscles might be anatomically correct (I'm not certain they are, either--I haven't made much study of the back musculature, but I'm willing to accept the possibility those are right), from a design perspective it's incorrect. Possibly it could be fixed just by removing the lines where the muscles are being defined and, instead of using cel-shading, go for a more gradual shading that would allow for a softer barrier between muscle groups.
Additionally, while Korra is certainly athletic and muscular, she's a teenaged girl. Short of steroids users, you're probably not going to see a teenaged girl with that level of muscle definition--it would certainly require body building (NOT strength training or athleticism, mind, but body building), at the very least. It would probably require such a low level of body fat that she wouldn't be able to menstruate, and especially if she's not done growing, it could have serious permenant effects on her physically in adulthood. If it's a kink drawing for muscle girls, fine (who expects realism from kink porn?), but if it's just supposed to be a reasonably realistic depiction of an athletic young lady, it missed the mark.
Also, the anus and vagina don't look like they're placed right. The anus should probably be where the vagina is, and the vagina more to the front. The use of speculars on flesh also makes her skin look plastic-y. Again--this might be improved by switching from a cel shading style to a more gradual one. With linework as detailed and sketchy as this, cel-shading is probably not the way to go anyway--cel shading works best with more iconic, stylized art rather than art that goes for a more cinematic / detailed style.
