As you have mentioned, the build up is the crucial part. It tells the reader WHY these people want to fuck, since, let's not hide it, this is the point of writing a smut fic. If I can't understand the emotions of characters, or they seem off, the smut part will not be that entertaining, if at all. This is especially important when it comes to crack verse fics, non-canonical pairings, etc, when the author has to explain what happened that lead these characters to share a bed.
It doesn't mean however that fics without that much characterization are doomed. After all, sometimes two people do meet in one room, and, well, they fall for each other. An example that comes to my mind is Flannery/Flint Pokemon fic in >>137585 This is a classic "let's put two people in a room" kinda fic. Do we learn a lot about characters? No. Most of the narration is mixed with the intercourse. Is the sex enjoyable? Hell yeah.
I'd rather read longer fic with proper characterization that ends with fluff or just a hint of sex, rather than a shorter smut fic without any backstory.One of the examples I gave in >>159561
